The said declassified CIA document first noted that the CIA was given a multimillion dollar grant to hamper and fight against the growing communist insurgents in the Philippines.

In the late 60’s the Philippines saw a rise in the of communist insurgency movements with the Communist Party of the Philippines, New People’s Army (the armed wing) and the National Democratic Front (the political wing) in the forefront of the communist movement of the Philippines.

The documents claims that former President Cory Aquino approved and supported the CIA to “gather intelligence—with overflights if necessary and launch undercover political activities” in the Philippines.

Specifically, the said program would have added “a dozen of agents to its 115-member station in Manila”. The said program was also said in the document to have been planned and considered to be a program that would have been endorsed to the former President Ferdinand Marcos.

The said document alleged that Filipinos have become worried of ”rise of right-wing vigilante groups that are battling the communist New People’s Army (NPA)”.

It further said that with the rising worry of Filipinos, the then Aquino administration “seems to endorse the Filipino Vigilantes. But some Filipinos fear that they could lead to a revival of the “death squads” that terrorized the countryside under Marcos”.
